Proto-colonialism?

Hi guys, I'm currently trying to figure out what the term 'proto-colonialism' means in regards to Shakespeare (my argument in question being whether Shakespeare can be regarded as pro to-colonialist). I've done some research and come up very short! So, if anyone can help me out at all, that'd be great.
