When making Benzenediazonium chloride,why phenylamine does not react with concentrated HCl to form phenylammonium ions?

You don't add concentrated HCl to the phenylamine. You add a mixture of sodium nitrite and hydrochloric acid (2M). This makes the species HONO, which then reacts with the amine.
