what are two criticisms of collective responsibility?

Really stuck on this question. Would be great if someone could help.

1) not always adhered to (especially when Prime Ministers are weak and unable to remove big personalities without political backlash) with an example being Boris Johnson and his opposition to the expansion of Heathrow
2) is only a convention and therefore has no real legal status so it may be suspended over controversial issues - Brexit was one of them.

This is just off the top of my head so there may be better examples out there :smile:
