What is a base in chemistry I can find a good definition they all confuse me..

Bases are substances with a pH greater than 7. Many bases are insoluble. If the base dissolves in water then it is an alkali

a proton acceptor which doesn't dissociate in water?

sorry, I did gcse chemistry in 2008, I don't remember much
A base is a chemical which neutralises an acid. Usually metal oxides or hydroxides (Copper oxide, Sodium hydroxide). They have a pH of above 7 and dissociate in aqueous solutions to create OH- ions. If the base dissolves in water, we refer to it as an alkali, like sodium hydroxide, but if not, we call it a base like copper oxide.
When an acid reacts with an alkali it makes a Salt + water.
the neutralisation reaction is:
H+ + OH- ----> H2O
or
H+ + OH- -----> HOH
