Q4. The tangent to the circle at that point is perpendicular to the radial gradient from the centre to the point (2,4). So, if you can figure out what the gradient is between the centre and this point, you can work out what your perpendicular gradient must be (-1/m). Then just construct the eq. of the line since you know a point is must pass through and its gradient.
