That's a song from a Hindi film called Yeh Jawaani Hai Deewani ("This Youth is Crazy"), released in 2013.

Ghagra is a long flowing skirt, as you can see the actress Madhuri Dixit is wearing in the song.

Wow, thanks! I'm an Tollywood young dancer. This translation is Optimus. I'm so fond of this song! It's so catchy and I had been dyeing for dancing it since I had first listened to it! Telugu One of my favorites songs among all the ones I have learned throughout the years. On purpose, as Tollywood native and Bollywood music fan, I would be interested in cooperating on this website by translating some of the lyrics from English into Spanish.
