It would be nicer, but life isn't so simple. What would happen to universities and stuff? Learning in an environment where you're surrounded by similar intellect is very helpful. How would universities distinguish between the unintelligent people and the intelligent people? The what about jobs?

The entire system would be messed up.

It would be a thoroughly horrible idea. As much as I hate doing exams, they're very very useful.

Unless all unis did entrance exams...but what about non uni people? Nah, I don't think it would work... Unless people had portfolios for design based subjects.
