So I submitted my 10000 dissertation with only 7000+ words. Is this a definite failure or will I still be able to still sneak through if what I’ve written is good enough?

Assuming you have a 10% barrier above or below, the least you would have needed was 9000. If you've written a decent dissertation of course they will look at that, but the fact it's 2k under the 10% will definitely give you less marks regardless.
