Does an existing bank customer require ID to open an isa?

Does an existing bank customer require ID and proof of address to open an isa?
They're going to need to verify your NI number so the government can check that the same individual isn't opening several ISAs willy nilly in the same tax year.

I wouldn't think so -- the bank has already gone through the identity verification when you opened your existing account.

You would need to provide your National Insurance number if they don't already have it.

I've opened a couple of accounts with different banks (that I've never had accounts with before) in the last 12 months, and in both cases they just did electronic verification of my identity.
So why would they insist on ID again?
