Etic and emic approaches

HELP!
I understand completely what an emic approach is, but etic really just will not go through my skull.
I know the definition - I just don't understand it. 'Looking at a behaviour from a perspective outside of the given culture and attempting to find behaviours that are universal.'
How are they attempting to find universal behaviours? Surely then they would have to conduct emic research at some point as well. Is it that they are comparing this culture they are viewing from the outside to their own????
