stuck on the structure of EPQ!! (help)

Hello, i have no idea on how to structure my epq, im doing mine on 'How did the khmer rouge consolidate its power between 1975 to 1979,
i thought of starting with What is Khmer rouge then start with the foreign influence in cambodia first, then the vietnam war , the khmer rouge ideologies and lastly the brutuality of the khmer rouge and i will add interviews of it.
But my question is should i put their ideologies second after i talk about the group or leave it as it is.
