B) no the government guidelines to police changed years ago (maybe 10 years ago) to instruct them not to penalise pavement cyclists in the vast majority of cases. That doesn’t mean they won’t address someone cycling dangerously in an area with lots of pedestrians but in the majority of cases they shouldn’t be intervening
