How did Ems dispatch provoked a war?

its hard to fathom (by modern standards) that a telegram, even if its an insulting one, could lead two countries to voluntarily commit to war. France declared war first after their parliament voted to do so.

Far more provocative acts have been carried out in modern day politics and no war has started over an insult.

But a telegram can do that? Am i missing something out?
