Correct. Bristol are extremely open about how they score candidates. Let's pick a course at random: Computer Science. They say here that the standard offer is A*AA including A* in Maths.

That also provide a "Computer Science admissions statement", here. This says (with my added emphasis):

"Applications are scored and ranked based on their academic record, according to their achieved or predicted results with the following weightings:
GCSE 20% | A-Level 80%
...
Preference will be given to applicants studying the following subjects: Biology, Chemistry, Computer Science, Computing, Engineering, Information Technology, Further Mathematics, Physics, Psychology.
...
We may refer to the personal statement and reference to differentiate between applicants with similar academic profiles. In these cases, we use the following criteria:
Additional academic preparation or achievement.
Competitions and other Mathematical or Computer Science (or related) activity.
Personal factors."

In other words, your personal statement and reference will only be used as a tie-break of you and at least one other candidate have "similar academic profiles" and they can't decide between you. It is very clear from the above that your personal statement is much less important than your grades.
