A is the new value youre and youre comparing against the old value D so the usual
(A-D)/D * 100
to get a percentage. The negative means a decrease.

Though the numbers are chosen (700, 1000) to make the calculation easy, so a 300 or a 30% decrease.

Youre asked how much smaller A is compared to D. So A is the new value, D is the initial.
