This is only a 1/2 truth. Many colleges offer degrees as well as universities and the word college can mean different things. Oxford and Cambridge is split into several colleges as are part of the University of London. 2 of the most famous educational establishments are classed as colleges ie Imperial College and University College London.

As said by previous correspondent universities are generally seen as more prestigious and have to apply for university status but some of the most famous educational establishments also use colleges as part of their university.
