Why are papers released really late after already being sat the previous year?

Does anyone know the reason to why the previous years A-level papers are locked/released until like a really late date after? For instance, those who sat edexcel a level maths papers in 2023. The papers for that year still haven't been released even though it's 2024, and I'm curious as to why it takes so long for them to be out. Also, does anyone know when they generally tend to be released/unlocked?
The papers from the year before will generally be kept locked from students for a year in order for teachers to be able to use them for mocks

So for A-level papers in general, since the majority of sixth forms have already sat their second round of A-level mocks by February, can we assume that they'll be released sometime after this date and before the real exams?

I wish that was the case, but they usually aren't released until after our a-levels have finished this year. Aqa have announced that they will release 2023 papers and mark schemes on 12 July 2024.

However, teachers may have access to this and you may be able to access these papers through them. There are also paid version online if you really want them...
