No, we are still ahead of Porto in the rankings to if Utd did qualify, it would be they who fell out and not us.
It will take City another 2 years at least to catch up btw, more worried about BVB. Also Benfica/Atletico are catchable with a reasonable CL run this year.
Anyway, with our habit of messing up the group stage or getting the group of death, it wouldnt make much difference to be in pot 2 anyway

imo we're better off getting Vela on the cheap and trying for Alexis or Pedro

So basically £6m for Griezman then? I wonder what Wenger see in him over Vela, Griezman is younger and 'might try harder in order to impress for France' maybe? Or Wenger just prefer French players.
