yeah there's normally one team who is still up here at this time.

Last year it was West Ham, Newcastle a few years ago, heck 10 years ago likes of Everton, Bolton and Blackburn were all up there at this time.

Quick wikipedia search told me your given examples are part of London Boroughs, whereas Watford is exclusively part of Hertfordshire. Idk, I'm not too well versed in all of those areas but seems to explain it.

Completely agree.
So it's settled then - Watford isn't in London.
If Watford's in London, so is St Albans.
