How to improve reading comprehension?

In this foreign world, many people say English, but not every people can read very well. Some people can read flently, the other people can't read so well.I want to wonder if there have some methods to improve student's reading comprehension? for example, like listening the english music, or when you are reading, you can put your english dictionary beside you if you encounter the vocabulary that you don't know.
Therefore, think some methods that can improve people's reading comprehension?

The best way to improve your reading level is to read lots of books - not necessarily Dickens or Jane Austen - but just making yourself more familiar with the written language. Start with fiction (which will engage you, so it won't feel like a chore to read). Once you progress onto more difficult literature, it is sometimes helpful to have a dictionary and make notes of words you hadn't come across before, and write down their meaning. Then you will create a mini-dictionary of new words.
