I am doing an essay on whether the EU is destined to remain a soft security actor.

I am struggling to find a definition of soft security, any ideas where to find one?

I know about the Common Foreign and Security Policy and the European Security and Defence Policy. And Member States are reluctant to integrate more in this area.
