Why is I have a vague memory of a video about a little boy being horribly injured with a chisel or something?

Louis Braille. That's the one. We watched this thing at school (The Magic Grandad or something perhaps?) where the children sung Frere Jacques and got taken back in time to meet Mr Braille. I think.

Was it actually a french song? I presume it is, but I never even questioned it as a kid, and my recollection of the words (much the same as Clarence's) don't sound very French!
