I know it, but couldn't define it very well... perhaps a set of observations made from a viewpoint travelling at constant relative velocity?

that's exactly the problem I've got - I know what it's on about, but if I got a question syaing "what is an inertial frame?" then I just wouldn't know (other than Newton's 1st applies)

it's a non-accelerating frame.

F=ma holds in an inertial frame
