The point I am making is that money rose but access to justice fell.

I am not at all sure of that.
It is the easy answer for all oppositions.
There is a major problem which, if it not addressed, might be slightly ameliorated by more cash which may be unnecessary if the major problem is dealt with. Opposition answer: give more money.
