Is a HR degree becoming a de facto requirement?

While you don't technically need any specific qualifications to get a basic HR job, in reality it seems that most HR jobs, even entry level positions, require previous experience or CIPD qualifications. There doesn't seem to be any HR jobs available for people who have no previous experience or no CIPD qualifications.

This leads me to conclude that a HR masters degree with CIPD has basically become a de facto requirement for many jobs, and unless you manage to get an entry level HR position with no previous experience, which seems very difficult if not nearly impossible, then a masters degree with CIPD seems the only viable way of entering the profession as far as I can see.

Have I misunderstood the situation in the HR job market, or does that pretty much sum it up?
