Well I'm a bit unfamiliar with this stuff, but if "the limit on production of the company's three products in period 2 is 400," then that looks like the sum of all the Pij values for i ( the product no) from 1 to 3 and j=2 (the period 2). i.e.

P12 + P22 + P32 < 400
