It's more the company she keeps than her personal qualities.
Cersei and Sansa are the ultimate female characters of GoT. They embody "female empowerment" (hate that outrage culture fuelled term) more effectively than Daenerys who better epitomises Stockholm Syndrome rather than feminism.
