Joining police: Does the IPLDP still exist?

I am considering joining the police again. I was put off by the fact that you would need a degree or some 3 year apprenticeship, but I saw when looking on the met website they now seem to still do it - says it is new? my local force (essex) just has the same requirements as before to join the police. has this new iniative been scrapped or does it not apply to all forces, thanks
