Is the product research area considered HR?

Would product research be considered HR? Like if there are specialists in the research area and they come up with reports so managers can decide whether he product can be used, would the managers be considered to have a HR position?? Seeing as it is to do with decision making etc?

ok thanks! But if the managers have authority over recruitment and have say over whether the specialists opinions get passed over would that be considered as them having a HR role (or like some of the responsibilities of that role?)
