A level math statistics

I’m doing representation of data and there are so many 2-3 markers on what would be the best way to describe data and I just don’t understand these questions. Like yes I know how to answer the questions where you have many outliers you should use the median to describe the data as the mean will be skewed.
However in some questions they ask different things
Like would you use IQR or standard deviation to describe the data when there’s no outliers.. I’m very stressed because I’m very good at the maths bit of these questions.. and keep losing marks where they start asking you to compare data.
Can someone please help me and tell me how to tackle these type of questions? Does anyone have notes that go over these questions one by one?

(b) Explain, giving a reason, whether you would recommend the manufacturer to use the interquartile range or the standard deviation to represent the spread of lifetimes of the bulbs from this production line.'
