You need to be 18 (or someone in your group needs to be) to book a hotel and most hostels in Europe.
Try vacationing in Scotland. The age of majority there is 16, which makes it the best place in Europe!

Some hostels in Paris, like MIJE, allow 16- and 17-year-olds to stay, but you’ll need parental authorization and a photocopy of a parent's ID. You can check out their guide here https://hostel.mije.com/any-age-requirements/ The French Youth Hostel Federation also mentions that anyone over 16 can stay alone with the same requirements.
