Applying for visa in another country than where you live?

hello! i am about to apply for a student visa for the UK for the fall, and was just wondering why/for what one needs to be in their home country when they are applying? Context: I am from the US/Canada (dual citizenship) but am currently spending time on the European side of the pond, and have family/friends in Europe (outside the UK) that I can potentially stay with when I am applying (in my current situation, that would be a lot better for me). I understand that the process is that you have to apply online and then go to your local biometrics centre to give your fingerprints, then come back within a couple weeks to collect your passport/sticker. Would a biometrics centre somewhere where I don't live straight up refuse my application? And does anyone else have any experience with this? Thanks so much for any thoughts!
