Can you get de-selected if your personal statement is average?

Suppose someone applied for engineering at Cambridge and aced the admissions test and interview, but their personal statement was only "average" (does not read eloquently, does not show enough passion...).

Will they be rejected a conditional offer solely based on the personal statement?

I am no expert but usually the personal statement is the thing that gets you the interview. But why would you submit an average statement? Theoretically of course.

if the personal statement was bad then they would not have selected the person to take the admissions test and interview
