I believe it can in the case of partners and such, 'Coercive control' I think they call it now.

Depends what type.
Criminal domestic abuse includes controlling or coercive conduct in an intimate relationship.
Many examples of non-physically violent psychological abuse such as controlling behaviour, threats, inflammatory religious preachings, gaslighting and other manipulative conduct intended to coerce or frighten the victim into obedience are considered unlawful examples of mental abuse in the uk.
This can apply where the relationship is that of a cohabitating couple, parents with children of any age, spouses, extended family members.
