Depends on the subject, the university the certificate is from and the university you are applying to, but generally it will be a negative. The inference will be one of - you failed the first Masters, you are indecisive and are hunting in an untargetted way, or you are simply trying to work your way up through some perceived prestige ranking. Complete the part-time Masters, and then, if absolutely necessary, apply for another Masters. For a top university you will have to have a good reason to do another qualification at the same level.
