Missed conditional offer but still got into LSE

My 'friend' is boasting that he didn't achieve the conditional grades she needed to get in but they still accepted her because she fell ill and was hospitalised for 2 weeks the month before her A levels.

Is this something that genuinely happens often or was this a one time thing?
If you miss your offer, then it is at the universities discretion on whether to accept a student or not. There are several factors which may influence their decision, such as how much space does the university have, how strong was the candidate despite missing (relative to overall pool if students), exceptional extenuating circumstances...

'Boasting' - and thats all it is.
With LSE, this was probably a one time thing considering her circumstances.
