Can we cite articles that are not 'peer-assessed'?

I heard that we get marked down if we do not use scholarly sources that are not 'peer assessed' which I assume another academic assesses the written work. Can I still reference articles written by PHD/doctorate students from blogs which are not necessarily peer assessed?

Yes you can, but why and what are you referencing? There is a reason why peer review is important, especially if it is related to actual research and claims. Nom academic sources can be useful but depend significantly on what you are referencing them for.
