As a private candidate? Yes.

As a sixth form college student? It depends on the college.
Most would be looking for some sort of science GCSE with quite a bit of chemistry or GCSE in chemistry. If you don't have this and the college requires it, speak to the course leader for A Level chemistry and see if you can convince them that you can take the A Level without the GCSE (you will likely need a strong case e.g. evidence of high science grades, and high grades in general; you are a studious student who is very intelligent)
