Why was Herbert Hoover regarded as the worst President?

I am currently reading many articles on the fact that Hoover was one of the worst Presidents. However, I simply cannot understand why this? This is because, I think his economic policies were actually a good idea, as government intervention by raising taxes reduces growth.

Mostly down to the fact that it simply didn't work.
A limited government in a time of an economic crisis is an extremely risky thing to do. By limiting federal grants and government intervention, there were millions of Americans left in crisis - so much so that there was an influx of shanty towns literally named 'Hoovervilles' after the President.
His inactivity and stubborness to adapt and move away from a limited government is probably the reason why he's viewed in this manner - why stick to a policy that clearly isn't working? Why continue to leave so many of your citizens in poverty and do very little to actually help bring them out of it?
