Salons for blacks in Liverpool?

What's wrong with the salons that serve all colours?

because the types of hair black people have are very different to the hair of say white people and regular salons are unlikely to have staff properly trained to handle and treat it.

Or you could always ask and potentially be pleasantly surprised?

Yeah you could ask but even still because they will mostly cater to white people even if someone is trained to also do black hair they won't be doing it all that often, if I was black I'd rather go to a salon that specialises in my hair type than risk going to a regular salon where they might do a crap job, if you ask a regular salon if they can do your hair they may say that they can but that doesn't mean they can do it well

I suppose being a white male, this is true of regular salons/barbers, seemingly incapable of cutting hair how you ask it to be done.
