Scholarship essay questions

Hi, I have entered myself in for a Law scholarship that Mills and Reeve will be rewarding. All I have to do is answer the essay question as follows:

Given the current crisis facing health services in the UK, free NHS treatment should not be available to individuals who have developed medical conditions directly attributable to lifestyle choices such as smoking, drinking or an unhealthy diet. Do you agree?

Obviously, I am capable of counter arguing. But what I'm not sure about is the legal aspects to the debate - can anyone who has attempted a scholarship essay question for law help me out? What are they looking for?
