I don't know if this applies to your uni but when my cousin moved into halls for the first time, the hall supervisors actually told my uncle and aunt to try finding a hotel in the city.

They would be allowed to but I wouldn't recommend it as it will be somewhat cosy even in the more expensive halls that have more space.
