What, just any girl you've never spoken to? I don't think many girls would give out their number to some random creep on the street.

It would depend on a mixture of character and appearance.

I'd tend to say yes if they were decently attractive and showed confidence. However, if they have a great character albeit being slightly less than attractive, I'd likely give still them my number.
