is it normal for a 17 year old to be completely inexperienced in romance?
because I swear everywhere I look people my age are in relationships and doing all sorts and I'm just here like what is going on
like I'm not willing to just go for the first guy to look my way

Yes it's normal. Considering how many people are in the world, I guarantee you're not the only 17 year old who hasn't had any experience 
i was 19 when i had my first proper relationship. I don't date girls just for the sake of it either lol
