I would like to do an EPQ with something that involves sign language. Can someone tell me is this a good question/topic for it or is their something I should improve?

That sounds more like a masters project, not an epq. I'd try to simplify it. Talk to your epq tutor about other titles that will be easier to do within 5000 words (I managed to write 2000 words just about definitions of science). Talking about sign language may also be hard to communicate over text clearly.
