You can, but consider this: if your personal statement didn’t get you offers in 2021 what makes you think that the same personal statement will get you offers in 2022?

PS yes. But for the reference that’s up to your referee. If they are happy to reuse the 2021 reference then that’s fine.

Generally though I would caution against using it exactly - if you have done nothing related to your degree in the last 12+ months then you probably aren’t applying for the right degree
