It depends. What sort of Level 2 and 3 courses were you thinking of?
You don't normally have to pay to do English or Maths GCSEs (or some ICT courses). You can search for appropriate courses via the National Careers Service course finder, or you can call the National Careers Service helpline on 0800 100 900 (8am to 10pm, 7 days a week).
Also, see here for a list of colleges and training providers that are currently able to offer free places for one or more of the level 3 qualifications available to eligible adults. (You'll be eligible of you don't currently have a Level 3 qualification, earn below the National Living Wage, or are unemployed).
