I am not sure as I only recall studying this briefly in Year 9 before lockdown but I believe one of them is about toilets in the informal housing areas and the other way was somesort of transport (rail/cable car).

The toilets one was started by local gangs it was effective because these were somewhat managed and prevented diseases from spreading however ineffective because the gang did charge the locals.

The rail one was ineffective as it is mostly used by tourists but can be argued to have brought positive impacts to as it boosted the tertiary sector providing low skilled jobs in the service and retail industry
