Do all flats tend to go out drinking together in the first week of university?

Sort of, yes. If you live in University Accommodation or a Private accommodation with a strong social culture - you will have flats and first years go to bars and freshers weeks events together. You should meet new people and make friends. There are also some non-alcoholic events but not much. Meeting people from your degree and going to degree related societies is useful to stay in the loop and for work later on in the year.

It is quite usual for flats to go out together when they first move in, whether it be a club/pub night or something more low-key like bowling. Freshers week is a great opportunity to get to know your new flatmates and other students, so be sure to embrace it in a way that suits you. Do not feel pressured to do anything that you do not feel wholly comfortable getting involved with, however I would say that getting involved when and where you feel that you can is a great step to take in order to settle in quickly.

It is common for flatmates to go out for a drink together during the first week to get to know each other, either that or they'll go to a freshers week event together. Obviously, drinking isn't for everyone so you could suggest doing something else instead if you'd prefer. I'm sure all flats don't do it but it is very common. Going-out culture is very common at university and it tends to be what most people lean towards.
