When transcription factors do their job do they bind to the rna polymerase to speed up or slow down transcription? or do they bind to DNA itself?

They bind to promoter regions at the start of the gene, then RNA polymerase attach to it, which causes transcription.
No they don't bind to the DNA itself, nor speed or slow it down. They just initiate it.
